The Graduated Response

The Graduated Response 

 

The Additional Learning Code for Wales says that schools must follow a graduated response when investigating if a learner has an additional learning need. This response consists of three tiers of ALN provision: universal, targeted and specific. 

 

UNIVERSAL PROVISION - Learning environments are tailored to meet the needs of all the children and young people, so they are able to make progress in learning and well being. 

 

Universal provision is what all the children at Greenhill access.  It is up to the class teacher to provide strategies and resources to support the children in the classroom.  

Examples of this are

  • Well being area in the class
  • Calm environments
  • Tasks cards
  • Emotional regulation techniques
  • Check ins
  • Being sat at the front of the class
  • Designated areas for some children
  • Coloured paper to work on
  • Concrete resources
  • Differentiated work

 

Universal Provision is all documented in the child's One Page Profile.  Some children who have been identified as having emerging needs will require a more detailed one page profile outlining how we are meeting those emerging needs.

 

TARGETED PROVISION  - Professionals working with the child or young person have appropriate knowledge and skills to monitor the specific needs.  They can act accordingly if additional help is needed.

 

 

During reviews of children's progress the child's class teacher will discuss with the ALNCO if progress is being made at a Universal provision level.

 

If we feel that progress is not being made we will discuss suitable catch up programmes or well being support that maybe appropriate.  Targets are set at this point and reviewed twice a year.  However if a child achieves a target sooner than review we would look to set new targets. 

 

A target plan outlines child's difficulty, target being worked on, how it will be worked on, the success criteria and who will help achieve that target. 

SPECIFIC PROVISION - The child or young person has complex needs which means in order to meet need and make progress specialised / specific individualised provision is required.  This is where a child would have an Individual Development Plan (IDP).

 

 

If a child has not made progress following universal and targeted provision a Person Centred Planning meeting would be arranged in order to determine the level of Additional Learning Need and whether Additional Learning Provision outside of what could be offered at a Universal and Targeted level is needed.
